In the 40 years since the start of economic reforms in China, the Chinese media has worked under a unique system—public institutions operating as enterprises. On one hand, this has invigorated the industry. On the other, it has fostered normalised and severe corruption. The temptation of rent-seeking behaviour exists for media professionals at all levels and in all roles. For reporters, such morally questionable acts as accepting ‘red envelopes’ and other payments have become the norm. And in some cases, journalists may engage in more extreme forms of corruption that put them in breach of the law. This talk will explore the question of media corruption, a topic rarely subjected to systematic study in China, from both legal and moral angles.
About Zhan Jiang
One of China’s leading experts on journalism and communication, Professor Zhan Jiang was director of the School of Journalism and Communication at the Chinese Youth University of Political Sciences from 2001 to 2009. Subsequently, he taught at the School of International Journalism and Communication of Beijing Foreign Studies University. Professor Zhan’s books include Guarding the Public Sphere(2017), Rights in Communication(2015), Openness or Restriction: Freedom of Expression Versus Application of the Law in New Media Content(editor, 2013), and Watchdog Journalism and Global Democracy: An Approach to Civil Society(principle author, 2007). His translations of foreign journalism texts and works include: Journalism and Justice (1998/2004); American Journalism History (2001/2004); A Free and Responsible Media (2004); Comparative Media Systems (2012).

改革開放四十年來,中國傳媒實行的「事業單位、企業化運作」獨特體制,一方面獲得了前所未有的發展空間,另一方面卻滋生了普遍和嚴重腐敗問題。無論任何崗位的媒體工作者,都有可能利用自己的職權去謀取私利(尋租)。在職業道德層面,收受紅包和車馬費成為常態。在法律層面,因經濟犯罪而受到法律制裁的傳媒工作者數以千計。本演講將從法律和道德的角度分析媒體腐敗,探討一個在中國甚少有系統研究的議題。
展江 教授
展江,1957年生於南京,1996年7月-2009年9月任教於中國青年政治學院,2001年至2009年任新聞與傳播系系主任,2009年10月起任北京外國語大學國際新聞與傳播學院教授。曾兼任中山大學和華南理工大學教授,中國傳媒大學兼職博士生導師。著作有:(正義與勇氣)(2000);《新聞輿論監督與全球政治文明》(第一作者,2007);《開放與博弈——新媒體語境下的言論界限與司法規制》(主編,2013);《傳播權界論》(2015);《守望公共領域》(2017)等。
