Seems he’s from eemap.org, which apparently supports maps mashups, with Google Maps and Google Earth
I see a number of maps at eemaps.org have been developed with a news application specifically in mind (think fire and San Diego?)

Google Earth needs more Chinese-language information inputted
Eemap has created a sort of wikiEarth, where anyone can input, revise or delete any information onto a Google Earth/Map image of…China? Unsure..

He’s explaining how EEmap works, no different from any other competitor from the looks of it, the colored pin points, if the mouse is hovered above them, have a bubble which pops up and displays the relevant information, a photo, address, etc..
It’s great fun and not difficult at all. Maps once kept the world together and now we have them available 24/7–make your own.
